平成16年12月に小嶋善吉・静岡市長、石川嘉延・静岡県知事に静岡産業協会が提出した政策提言書「しずおかコンテンツバレー構想」を受けて、同構想に賛同した産学官の有志により平成17年4月に設立した組織が「しずおかコンテンツバレー推進コンソーシアム(SCV)」です。同構想が政策提言された平成16年に「コンテンツの創造、保護、及び活用の促進に関する法律」（コンテンツ振興法）が成立し、コンテンツビジネスが一躍脚光を浴びることとなりました。静岡での推進活動はほぼ同時期に始まり、全国的に見ても先進的な取組みであるといえます。
このSCVの目的は、静岡地域におけるコンテンツ産業の育成・振興であり、その達成のため人材育成・事業支援・調査事業など、コンテンツ産業に関わる方々のバックアップを行います。また、将来的には著作権管理、コンテンツ開発の金融支援体制整備、海外提携なども検討されています。
The Shizuoka Contents Valley Consortium (SCV) was established in April, 2005 by the supporters of the industry-academia-government collaboration (SanGakuKan) who supported the “Shizuoka Contents Valley Concept”, which was proposed by the Shizuoka Information Industry Association to the Shizuoka prefectural governor, Yoshinobu Ishikawa and the Shizuoka mayor, Zenkichi Kojima in December, 2004.
In 2005, the law concerning “the promotion of creation, protection and application of contents” was established and content businesses suddenly came into the spotlight. The content promotion activities concurrently began around this time in Shizuoka and compared to other prefectures, these activities are a great advancement.
The purpose of the SCV is to promote and encourage Shizuoka’s regional content industries and to accomplish this purpose, the SCV will support the fostering of talents, businesses, and investigation businesses, which are involved in content industries. The SCV is also examining copyright management, financial support system service for content development, and overseas partners in the future.
